The approval of 12 additional duplexes for Permanent Secretaries and a clubhouse for civil servants by Delta State Governor, Rt. Hon. Sheriff Oborevwori, has been described as a demonstration of how strategic cooperation with the Federal Government can expand the state’s capacity to deliver development projects.
The Convener of MORE PLUS LENS (MPL), Comrade Ichado Andrew State, made this observation while analysing the governor’s latest announcements, describing the initiatives as practical expressions of Leverage of Federal Backing, one of the pillars of the MORE PLUS governance framework.
Governor Oborevwori announced the approval of the projects on Thursday, October 29, 2026, during the swearing-in ceremony of the new Head of Service, Dr. Mrs. Charity Igho Babigha-Ehimen, at Government House, Asaba.
Reacting to the development, State said the projects offered an opportunity to understand the relationship between the administration’s MORE PLUS agenda and its approach to resource mobilisation and public-sector development.
According to him, MORE PLUS LENS is a thought-leadership platform established to explain, interpret and examine the governor’s policy direction and governance framework.
He recalled that the platform had earlier explained the meaning of PLUS in the second episode of its analytical series.
He explained that MORE represents Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security, while PLUS stands for Performance Multiplied, Leverage of Federal Backing, Unity with Inclusion, and Sharing and Sustainability Beyond 2027.
Addressing questions surrounding the funding of the newly approved projects, the MPL Convener said the answer could be found in the letter ‘L’ in PLUS, which represents Leverage of Federal Backing.
“Many people asked where the money for 12 duplexes and a clubhouse is coming from. The answer is L — Leverage. Leverage of Federal Backing to attract more resources for more projects,” he said.
State attributed this leverage to what he described as Governor Oborevwori’s cooperative relationship with the Federal Government, arguing that improved federal allocations, the release of ecological funds and partnerships with federal agencies could create additional fiscal opportunities for Delta State.
He maintained that strategic engagement with the Federal Government should be viewed as an avenue for expanding development financing rather than merely a political relationship.
The MPL Convener also recalled that the Oborevwori administration had prioritised workers’ welfare under the MORE agenda through regular salary payments, the clearance of promotion arrears, the 13th-month salary initiative and capacity-building programmes for civil servants.
He argued that the approval of the duplexes and clubhouse represented an expansion of that welfare approach, moving beyond financial entitlements to investments in accommodation, workplace facilities and institutional support.
According to him, the duplexes would address an important aspect of accommodation for senior public officers, while the clubhouse, when completed, could provide a shared recreational and social facility for civil servants.
On the proposed clubhouse, State said the initiative aligned with the Unity with Inclusion component of PLUS, stressing that a functional civil service requires cooperation, institutional cohesion and an enabling environment for workers.
He also linked the initiative to the new Head of Service’s emphasis on teamwork and stronger collaboration among Permanent Secretaries, directors and heads of government agencies.
“Some states build one duplex and make noise. Sheriff is building 12 at once plus a clubhouse while still paying 13th-month salary and funding major infrastructure in Warri, Asaba and Ughelli,” he said.
He added that the projects should be understood within the broader context of the administration’s development priorities, while stressing that their successful implementation would be important in demonstrating the value of the MORE PLUS framework.
State maintained that the initiative reflected the administration’s stated intention to combine workers’ welfare, infrastructure development, institutional reforms and strategic resource mobilisation.
He concluded that MORE PLUS should be assessed not merely as a political or administrative slogan but through the projects delivered, the quality of public institutions and the tangible benefits citizens derive from government policies.
For the MPL Convener, the approval of the 12 duplexes and civil servants’ clubhouse represents another opportunity to demonstrate how federal cooperation, effective resource management and institutional development can translate into concrete projects for Delta State.
