“EXPOSED: FG Declares ‘Presidential Foreign Intervention Promotion Council’ Illegal, Fraudulent

The Federal Government has formally disowned the Presidential Foreign Intervention Promotion Council (PFIPC), declaring that the organisation is neither recognised nor established by any law or administrative instrument of the Federal Government, and warning that its activities are unauthorised and fraudulent.
The position was contained in an official communication from the Office of the Secretary to the Government of the Federation (SGF) to the Executive Secretary of the Nigerian Investment Promotion Commission (NIPC), following a request for clarification on the status of the council.
The letter, signed by M. S. Danjuma, Permanent Secretary (General Services), for the Secretary to the Government of the Federation, stated that investigations conducted by the Federal Government found no legal basis for the existence of the PFIPC.
According to the correspondence, the council “is not a recognised body of the Federal Government of Nigeria” and was never created by any Act of Parliament, executive instrument or other official government process.
The government further declared that the organisation has “no legal or administrative backing” and described its operations as “unauthorised and fraudulent.”
The disclosure casts fresh doubt on the legitimacy of the council’s activities and raises questions over whether it may have presented itself to investors, government institutions and members of the public as a Federal Government-backed organisation.
In a clear directive, the SGF’s office instructed the NIPC to disregard any communication, request or engagement from the PFIPC and to alert the appropriate authorities should the organisation interfere with the commission’s statutory responsibilities.
The directive effectively distances the Federal Government from any investment promotion activities, agreements, partnerships or representations made in the name of the PFIPC.
The development is expected to attract increased scrutiny from regulators and security agencies, particularly over the council’s operations and any claims of official government affiliation.
Analyst who spoke under condition of anonymity note that under Nigerian law, only institutions established through constitutional provisions, Acts of the National Assembly or duly authorised executive instruments can lawfully operate as Federal Government agencies.
The government’s warning also serves as a reminder to investors, businesses and public institutions to verify the legal status of organisations claiming presidential or federal authority before entering into partnerships or transactions.
