The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, is set to be honoured with the Excellent Public Service Leadership Award and Community Development Service Award by DEMOCRACY NEWSLINE Newspaper in recognition of his outstanding contributions to peacebuilding, youth empowerment, and sustainable community development in the Niger Delta.

The prestigious awards will be presented during the newspaper’s 16th Public Lecture and Induction into the Good Governance Hall of Fame, scheduled for Tuesday, August 19, 2026, at the Banquet Hall, National Merit House, Maitama, Abuja, beginning at 5:00 p.m.

The event is being organised to commemorate 27 Years of Uninterrupted Democracy in Nigeria and will be held under the theme: “Economic Reform, Democracy and Sustainable Development: The Nigerian Example.”

Announcing the awards, the Publisher and Editor-in-Chief of DEMOCRACY NEWSLINE Newspaper, Chief Olugbemi Femi, described Dr. Otuaro as a visionary public servant whose leadership has repositioned the Presidential Amnesty Programme into a more impactful institution focused on human capital development, peace, and economic empowerment.

According to him, the PAP Administrator has demonstrated exceptional commitment to strengthening peace initiatives while creating opportunities for youths and ex-agitators through education, vocational training, entrepreneurship, and community engagement.

He noted that under Dr. Otuaro’s leadership, the Presidential Amnesty Programme has recorded remarkable progress in expanding scholarship opportunities, enhancing vocational and technical training, and providing post-training empowerment packages to enable beneficiaries become self-reliant and employers of labour.

Chief Femi further commended the PAP Administrator for fostering stronger collaboration with traditional rulers, community leaders, and other critical stakeholders to sustain peace, stability, and development across the Niger Delta region.

The newspaper publisher added that the awards reflect Dr. Otuaro’s unwavering dedication to public service, inclusive development, and the promotion of lasting peace in oil-producing communities.

The ceremony will also feature a keynote lecture by distinguished policy experts and the induction of other eminent Nigerians into the Good Governance Hall of Fame in recognition of their remarkable contributions to democratic governance, exemplary leadership, and national development.
